Appraiser Comments: You won't find this Canadian stamp in the normal stamp catalogs because it's a revenue stamp, not a postage stamp.  It's from the 3rd series of Bill stamps, issued in 1868, and in use for several decades thereafter.  These stamps were used on fiscal documents (e.g. bills of exchange, hence the name "bill stamp"), to show prepayment of the government charge for such documents to be transferred.  When used, they normally have a pen cancel, such as yours, though sometimes they have a "fiscal cancel" (a rubber stamp including the name of the bank or other agency processing the document). There were similar stamps used in the US.  Your stamp is listed in the "Canadian Revenue Stamp Catalogue" as # FB43, and in used condiition, it has a value of 30 cents US.
